Dr. Pastor Rose Shaboka is a Tanzanian minister, visionary leader, and the founder of Winning Women International, a dynamic evangelical women’s ministry dedicated to empowering, uplifting, and transforming the lives of women. Through this ministry, she leads various women focused programs, including the renowned Winning Women Convention one of the largest annual women’s gatherings in Tanzania, held every March and attended by women from across the nation and beyond.
She actively leads and mentors women through prayer gatherings, leadership forums, entrepreneurial meetings, and empowerment initiatives designed to nurture spiritual growth, personal development, and economic independence. Her ministry is deeply rooted in faith, purpose, and practical transformation.
Dr. Pastor Rose Shaboka is a passionate preacher, entrepreneur, author, and motivational speaker, widely known for her bold advocacy for women’s and children’s rights. She ministers in churches, crusades, conferences, and institutions both within Tanzania and internationally, carrying a message of hope, restoration, and purpose.

Pastor Rose holds a strong academic and theological foundation that supports her ministry and leadership calling.
She earned a Bachelor’s Degree in Economics from the reputable University, equipping her with knowledge and insight in leadership, development, and economic empowerment. In addition, she obtained a Bachelor’s Degree in Theology and Community Development from New Life in Christ Academy, where she deepened her understanding of Scripture, ministry, and community transformation.
Further advancing her calling, Pastor Rose completed a Master’s degree in Christian Leadership, strengthening her capacity to lead with wisdom, vision, and spiritual authority. She later attained a PhD in Christian Leadership, reflecting her commitment to excellence in ministry, leadership development, and the effective advancement of God’s Kingdom. Her academic journey reflects a harmonious blend of faith, leadership, and practical impact, which continues to influence her work in ministry, humanitarian service, and community empowerment.
